They aren't necessarily evil or but there personality despite their motives make them antagonists.
Ring Ring
12 years old, A jealous, beautiful and rich girl who considers herself Pucca's rival. She is an opera singer who performs in traditional chinese(or Japanese, as the style may suggest) robes. When angered, she transforms into a siren-like persona: the arms of her robes become long propeller-like blades, and her blue hair is apparently prehensile, since she can make it grow, shrink, and move, or grab things at will. Her anger is usually triggered when Pucca is chosen over her in any event. She is also a recurring background character and is at times seen playing with Ching when she's not letting her jealousy get the better of her.
In the episode It's A Ring Ring Thing, she turns into 2 people: One good, and one evil. When the villagers make a mob, they mistakenly go after the good Ring Ring, while the other almost gets Pucca killed.
In the episode Tame That Toon, Ring Ring warps to a retro cartoon version of sooga village, teams up with her toon version self, and since Pucca's still wet behind the ears, Ring Ring erases Garu from existence because she is clumsy, her real target to erase from existence was Pucca
Ring Ring has a Shih-Tzu named Yuni, that does almost everything she commands and tries to get her attention to everything that should be notified. Ring Ring also has a crush on Garu, and delights in exploiting this fact to arouse Pucca's jealousy. Her relationship with Dada, the Goh-Rong dishwasher, is also worth mentioning, however. In the episode Soap Opera, when Dada was revealed to have a crush on her, Ring Ring was disgusted, but in recent episodes, the two have teamed up on several occasions. In He Loves Me Not, Ring Ring even willingly kissed and married Dada (although he was in a Garu costume, and she was simply trying to make Pucca jealous).
In the episode Chef-napped parts 1, 2 and 3, Ring Ring teamed up with Dada to steal all the great noodle chefs of the world, and it wasn't a jealous thing, but an evil thing and even Ring Ring didn't looked like herself: Tobe worked with her and Uncle Dumpling remarks: this is so selfish. Because she isn't selfish.

The Vagabond Ninja Clan
A trio of gypsy thieves. They mostly perform petty crimes, and sometimes assist Tobe in trying to bring Garu down. They are also recurring background characters and seem to get along with the rest of the town when they aren't plotting something.
Chief
Jing Jing 14 years old, is the female boss of the Vagabond Ninja Clan, and she's in love with Tobe. In Evil Love, she even succeeded in marrying Tobe while he was under the influence of Cupid's last arrow. In 4 Eyes, 2 Minds she became intelligent because of Turtle's glasses. She also tried to kiss Tobe and calls him "darling". Chief is the smartest of the Vagabonds. She wear on her back what appear to be twin Kodachi. She is sometimes seen hanging out with Ching and Ring Ring.

Clown
Binngure 15 years old, was kicked out of the circus for not being able to laugh (although in Misplaced Face he was seen laughing at Abyo and in Soap Opera he is seen laughing at Ring-Ring). He often has random twitches and muscle spasms and usually ends with an "eh" when he tries to laugh (he could do better, eh?).

Shaman
Jumong 14 1/2 years old, is a fat, bungling magician whose spells almost never turn out correctly. But in Chicken Spots and Big Top Bang Bang, they worked. In 4 Eyes, 2 Minds, Binngure said that Turtle may be smart, but they are "wise guys" (as in smart-mouthed). He may have been just telling a joke.
